Consulting and testifying Economist.  Provides forensic economic appraisals and depositions in personal injury, wrongful termination, wrongful death, lost profits, life care plan cases.   Additional engagements are undertaken in microeconomic and regional economic issues.

Principal Economist, Wyoming Center for Business & Economic Analysis @ LCCC, 1400 E. College Drive, Cheyenne, WY 82007. Tel: (307) 778-1272.  I merged the below business with  Laramie County Community College on the above date and served as its principal economist.  Trained the Center’s staff on all projects and programs listed below and undertook microeconomic and regional economic consultancies as they became available.

Responsibilities included the creation and maintenance of a centralized economic database for Cheyenne and Laramie County.  Developed and implemented a comprehensive commercial property database in 2008.  The Center performs applied economic research in economic impact analysis, fiscal analysis, economic base analysis, market feasibility, demographics, forecasting, time series analysis, surveys, marketing and forensic economics. Forensic economics is limited to personal injury, wrongful termination, wrongful death and lost profits. The Center publishes quarterly Economic Indicators for Greater Cheyenne, and an Annual Trends publication.

July 2003 – March 2007

Executive Director/Fiscal Manager, Laramie County Community Partnership, Inc.

Responsibilities were to direct and oversee all Partnership activities; managed federal and other  monies, programs and projects designed to help in the delivery of human services to Cheyenne’s vulnerable population undertaken by this 501 (c) 3 corporation.

Founding director of Wyoming’s first and only business incubator facility located at Laramie County Community College.  Recruited new and existing businesses to the 16,000 sq. foot incubator facility.  Established financial, operational, and management systems and policies for this economic development project.

Taught Macro and Micro Economics, Money & Banking, Financial Management and Survey of Economics.

Wyoming Department of Labor & Statistics

Directed all statistical and economic programs run by the Division of Research and Statistics.  Work areas included the preparation and publication of the Wyoming Economic Indicators, manpower surveys, prevailing wage surveys, OSHA statistics, and economic impact reviews. Developed and implemented the Wyoming Cost-of-Living program and consumer price indices for the state.  Job required extensive use of sample design, statistical forecasting, seasonal adjustment, and econometric analysis.

Wyoming Recreation Commission – Administrative Officer

Responsible for the disbursement and audit of federal monies for capital facility projects throughout the state of Wyoming.
